Aim To enable participants to authorise Covert Human Intelligence Sources and/or surveillance activity confidently, in accordance with current legislation and policy.
Objectives
At the end of the course delegates will be able to: · State the key pieces of legislation that relate to the role of AO including the Human Rights Act, the Regulation of Investigatory Powers Act and the Criminal Procedures & Investigations Act. · Assess the potential implications of the Human Rights Act 1998 on surveillance and CHIS. · Identify the relevant policy documents required to perform role of AO. · Consider the operational impact of current legislation, policies and procedures. · Respond effectively to request for authorisations. · Monitor and review authorisations in accordance with current policies. · Discuss the importance of keeping accurate records. · Apply the correct criteria for authorisations in practical situations. · Explain decisions confidently and correctly in legal proceedings.
Who should attend?
This course is aimed at people who are engaged in authorising activity under the Regulation of Investigatory Powers Act 2000, primarily Directed Surveillance and Covert Human Intelligence Sources (CHIS).

This course is designed to meet the relevant competencies set by Skills for Justice, the Association of Chief Police Officers (ACPO) National Source Working Group Training Standards and is accredited to Ministry of Justice RIPA Authorising Officer (RIPA/3) standards.
